The main purpose of the "project" is to describe all the positive changes that have taken place since 2015 to Cyprus Prisons Department due to the initiatives of the new leadership to make reforms which have had an impact on individual but also on a collective level, regarding prisoners and staff. Since 2015 the system started to change completely the old-fashion mentality and prison model that governed the prison department prior to 2015, and made a huge difference by fighting corruption, as well as improving the living conditions of the inmates. Since 2015 a lot of improvments to cyprus prisons Department system became regarding staff and inmates, including: the inauguration of the new female Block, the Prison Staff Academy, the gyms for both inmates and staff, and the close supervision units for vulnerable inmates, as well as the new uniform of staff, the budget for education of staff which it was increased from €6.000 to €120.000, the effort and work into updating and modernising the prison buildings, introducing sufficient and improved interviewing procedures for newcomers/new inmates, sentence-planning for all inmates, creating strategies and protocols for specific groups of inmates, introduction of open visits for all inmates, increased contact with the outside world and initiatives for the resocialization of inmates, use of SKYPE, 24 hour electricity, water and heating, nutritionist services and so on. Every prisoner has the same right to participate in the various programmes of work, physical exercise, education, creative recreation etc. The policy of the Ministry of Justice and Public Order of the Republic of Cyprus and by extension the Prison Department is based upon four major issues: safety – humanitarian treatment – education - rehabilitation. That is why the Prison Department has as a main mission: The secure detention of individuals sent to prison from the courts, The safeguard of detentions conditions that guarantee the respect of human dignity, The equal treatment of detainees without any unfavorable discrimination of race, color, sex, language, nation, social origin or convictions, The encouragement of self esteem, feelings of responsibility of detainees with the benefit of education, vocational training, creative entertainment, therapeutic programmes, self -criticism and self – confidence awareness, The guidance and assistance for a new beginning of detainees in their life. The Cyprus Prison Department is divided in three sections: Closed Prison, Open Prison and the Guidance Center for out of prison employment and Rehabilitation of prisoners. The main aim of the administration is the reformation and rehabilitation of the prisoners and so special emphasis is given on the educational, vocational and rehabilitation programmes for the detainees and their linear reintegration to the society. Within the department, there are 6 schools which cover the needs of the inmates. The history of drug use and related problems of each prisoner are assessed on admission to the prison, at which time inmates are also informed about all available prison services. Medical care of prisoners is mentioned in the Prison Regulations and the National Strategy on Illicit Substances Dependence and the Harmful Use of Alcohol for 2013-20 provides the framework for the implementation of drug treatment in the criminal justice system. Medical services are provided by the Ministry of Health, which appoints relevant healthcare staff.A drug treatment programme, offering individual counselling to prisoners, was launched at the end of 2015. Pharmacologically assisted treatment is also available, including opioid substitution treatment, which is available to those inmates who received it before imprisonment and for those who continue use of opioids inside the prison. Inmates are also offered free testing and treatment for infection with hepatitis B virus, hepatitis C virus and human immunodeficiency virus, as well as for tuberculosis and syphilis. In recent years, a mechanism has developed through which inmates are referred to a therapeutic community while still serving their sentence (provided that they have served at least two thirds of the sentence) and a memorandum of cooperation between all involved parties has been signed to address the needs of released inmates.
