Central Integrated Electronic Document Managment System

In the 21st century the pace of technological change is rapidly fast, different e-services take an increasing part in almost every sector of our daily life. Therefore the public administration has to accommodate this new milieu and of course there is a need to implement all these achievements and new technologies in our daily work.


The latest Digital Economy and Society Index (DESI) shows Hungary has one of the lowest score in digital public services among the EU member states. The digital public services are the most challenging section of the digital economy and society. Regarding the above mentioned the Hungarian government and of course the Hungarian public sector are committed to a major development in this sector. In the 2014-2020 programming period, Hungary launched an extensive programme called National Infocommunication Strategy that includes four major sections and our project the Central integrated electronic document management system is connected to the Digital State part. The major objectives of the Digital State programme are the following:


  • Development of the backoffice IT systems;
  • Development of the basic electronic systems those help arrange huge scale of administrative matters (e.g. healthcare, education, state registers);
  • Development of the electronic official records;
  • Ameliorate the IT security of the mentioned state systems;
  • Ameliorate the interoperability between the state registers.


Our project includes two major pillar and phases; one is the integrated document management system (unified document filing) and the other is the administrative matter process management system. In the first phase the major ministries and the Government Office of the Capital City Budapest had started using the central integrated electronic document management system and handle all the documents in this system. In the second phase, every government offices those situated in the counties started using this system according the first phases’ outcomes and thereafter the project launched the administrative matter process management system that we call “workflow”. The key feature of the project is to extend a unified integrated document management system and an effective process management system for the territorial public administration.


In the second phase of this project, it has been defined all type of administrative matters (around two hundred) those can be arranged and managed solely electronically in the government offices (workflow). Regarding the main goals of the e-Government and the Digital State these actions lead us to an effective e-administration take for instance we are able to optimize arrangement’s time limit, the public administration will be more cost-efficient and last but not least it is going to be more customer friendly. To sum up the document system redounds a significant paper reduction other than that it helps to achieve reducing administrative burdens.
