Short description of the project

eSTAT is a web-based online electronic data collection system receiving data from economic entities (undertakings, sole proprietors, state and local government institutions, non-profit institutions and foundations) obliged to present statistical reports to Statistics Estonia (SE). In eSTAT a respondent can view a list of all statistical reports that its economic entity has to submit to SE, compile and transmit reports, check and correct them immediately upon compiling, view the reports that the enterprise has submitted earlier via the system, etc. The customer module at the disposal of the SE staff will enable description of contacts with respondents, in addition to the functionality available for respondents. eSTAT enables secure data transmission.

Current status and future steps for the project

eSTAT is being developed according to users’ advice. When eSTAT was launched in 2006, it was possible to present 21 statistical reports via the system, in 2007 it includes 77 statistical reports, and 127 are planned for 2008. The current number of main users (who can create user accounts) of eSTAT is 6000, the potential number of main users may rise up to 40,000 in 2008.

Lessons learned

It is impossible to overestimate the importance of communication. Communication with the target group of the new system is of greatest significance. But it is also important to communicate within your own organisation with regard to changes that the new system will bring about in the existing work processes and practices.
