Implementation of the electronic protocol in common courts (civil and petty offence cases)

The problems of the Polish judiciary are widely discussed. This is influenced by the strong conviction of public opinion about the length of proceedings or low efficiency of the courts' work. The problem is also obtaining reliable information about the state of the court case, as well as access to minutes of meetings and justifications of court decisions.


The aim of the project is to provide technical support to realization of the Code of Civil Procedure, the Code of Procedure in Petty Offence Cases and the Act on Court Fees, within the preparation of the protocol of the public session by recording its course using a device recording sound or picture and sound and the so-called oral evidence.


The implementation of digital audiovisual recording technologies has enabled the full consolidation of individual proceedings, while maintaining authenticity and spontaneity. This facilitates their thorough assessment. Citizens and entrepreneurs who have been or will be participants in court proceedings, but also employees of the judiciary - judges, court clerks, advocates, legal advisors and other process proxies - benefit from this.


The intermediate objective of the project is to create and deliver content - an electronic protocol - necessary to provide information for services provided to citizens and entrepreneurs. These contents, already in electronic form, will be sent to the Information Portal of Common Courts.


In addition, the implementation of the system enabled citizens to use the service of access to the case files via the Internet.


The implementation of an electronic protocol in all common courts systems enables the use of videoconferencing on a larger scale as part of a remote interview and dissertation. Access to the central videoconferencing infrastructure developed within the project is possible using the most popular standards in the field of video conferencing, coding and sound.


Consequently:


- the automatic speech transcription to text service has been launched


- a distance trial service was launched


- the service of sharing the electronic protocol has been started


- Videoconferencing virtualization service has been started


- 1300 courtrooms have been equipped with a system of digital registration of court hearings and in a videoconferencing system


- 3 teleinformation systems were launched in entities performing public tasks: the system of digital registration of hearings, the Transcription Portal and the Information Portal


- 7.5 thousand people, who are not IT employees, has been trained to use the system
