Interconnection of Insolvency Registers -CY (IIR-CY)

The Ministry of Energy, Commerce and Industry of the Republic of Cyprus (Insolvency Service and Bankruptcies and Liquidations Section) has initiated actions concerning the implementation of the ‘Interconnection of Insolvency Registers (IIR)’ project by formulating a Consortium between public and private entities and successfully submitting a Proposal to CEF 2017 e-Justice TELECOM CALLS. The Action develops a Webservice that allows the Interconnection of the National Insolvency Registry of Cyprus with the European e-Justice Portal, in accordance with the defined interface specification of agreed web services for Interconnection of Insolvency Registers (IRI) relating to EU Regulation 2015/848. The 18-month duration project has started in February 2018, and by its completion will enable the interconnection of national insolvency registers with the e-Justice Platform.


The interconnection of the insolvency registers will improve the provision of timely information in a transparent way to the interested stakeholders such as creditors and courts and will prevent the opening of parallel insolvency proceedings. It will contribute to the development of a system of national electronically searchable databases linked together through the European e-Justice portal, accessible by every EU Member State. The Action will enable digital interaction between public authorities and citizens, public authorities, businesses and organizations, and between public authorities of different Member States. Furthermore, the Action will support economic growth, by ensuring the protection of creditors from “forum shopping” and facilitating a solid business environment for investments.


The effort for the implementation of the project aims to offer the necessary technical and managerial support for the smooth running of the action. The project management encompasses the planning, execution, monitoring of action's activities and risk management leading to the successful completion of the action, thus ensuring that objectives, deadlines and quality standards are met and maintained sustainable.


Dissemination and communication activities focus to create awareness about the Project and its outputs for all stakeholder groups identified. The aim is to inform, train the relevant target groups about the benefits of IIR, so as to promote and facilitate its wider deployment and use. Moreover, the progress and outcomes of the project are being disseminated in order to keep the targeted stakeholders updated and to ensure both their engagement and the sustainability of the project.


The analysis, design, development and implementation of the system ensured the development of a virtual midlevel database tier acting as a midlevel tier that connects the Insolvency system of Cyprus with the e-Justice in line with the defined interface specification of agreed web services for Interconnection of Insolvency Registers (IRI) relating to EU Regulation 2015/848. The virtual midlevel database tier will act as a bufferzone, isolating Cyprus Insolvency System and its web services. Moreover, it will act as a presentation data layer to the web services for interfacing with e-Justice.


While currently, the Insolvency Service keeps the relevant information about all insolvency proceedings in a national registry, the project will facilitate the Interconnection of the national insolvency registry with the decentralized system for the interconnection of insolvency registers of the European Union. The objective is to facilitate the interconnection of insolvency registers pursuant by the new EU legislation (Regulation EE 2015/848) and thus the Insolvency Service will be aligned with the commitments of Cyprus as a member state.
