The idea of the project was created in response to the need to improve public safety. The conditions for ensuring safety are first of all: the ability to quickly report an incident and quick response from the services, including the police.


The project will increase the availability of information resources from public administration as part of new voice and video communication services and its use by citizens in the framework of public citizen-friendly e-services. The implementation of the project will contribute to improving the functioning of the Police and institutions that are beneficiaries of the Emergency Notification System, an institution of key importance to the security of citizens.


The aim of the project is to improve existing e-services inside the administration (A2A) in the area of communication between the police and public administration institutions cooperating with it, appointed to provide assistance within the Integrated Communication System of the National Teleinformation Network (NTN 112) (Nationwide ICT Network for the purposes of operating the 112 emergency number).


The project also provides for the implementation of new public e-services for citizens (A2C). They will facilitate contact with police officers, bypassing intermediaries in the implementation of calls, including videoconferencing via mobile devices, a service that allows people to make calls through the Internet and the service of sending a child alert SMS.


The services will be used in the situation of joint implementation of tasks involving events that involve various units, such as the police, ambulance, fire brigade, social assistance, crisis management or public administration, as well as citizens taking part in the incidents. Such events include all kinds of communication events, natural disasters, assaults, robberies, beatings, etc. In each of these cases, people performing their professional tasks will have the opportunity to use the shared e-services.


As part of the project, an integrated teleinformation system as well as hardware and software necessary for the provision of e-services will be purchased and implemented.


The project is addressed both to services using the NTN 112 System (ICT Network) as well as to all citizens using police services and services related to NTN 112, in particular to people with disabilities.


Potentially, the stakeholders will be all residents of Poland - in the number of over 38.4 million. This special group will be people with disabilities, especially deaf people, estimated to be around 45-100 thousand.
