Short description of the project

The Municipal Innovation [Innovazione in comune] experience is a reorganization process / a new institutional mechanism, providing Reggio Emilia municipality with new structures/tools to face its new governance functions. Rather than a single project it represents a programme containing micro initiatives all aiming at changing the working culture and conception of functions of public administrations.

Current status and future steps for the project

The initiative is a rather long one, lasting over 4 years and aims at changing the structure /culture of the organization. Its implementation is still ongoing having realized almost half of the foreseen path. The project will continue its implementation following the methodology and management defined. The final step of the action will be the opening of an observatory on public policies which will be the constant link between civil society / citizenship and the administration giving top management the possibility of fine tuning CWP according to general citizenship mood and vision.

Lessons learned

  1. Surrounding environment is complex and citizens rely more and more on local authorities: there is a constant need to monitor impact of policies and expected action among Civil Society (this is why the permanent Observatory is needed). ii) Local authorities are called to govern and make local improvement and development possible: service provision is simply one part of Municipal action.
  2. Municipal organization has to be in-line with citizens' expectations and not simply with bureaucratic or procedural fulfilment. A change is needed in order to bring administrations more in line with citizens’ requests and political expectations. If this is not done parallel structures will emerge.
  3. Change within organization is complex; no structural change can be implemented without internal awareness / communication and ownership of the process. Cultural Changes are to be induced in the organization but this requires time and a special focus on people.
  4. Communication and internal participation are required. An internal or external tutoring unit has to be defined and the workload on this tutor office will be heavy in the first years of activity.
  5. The tutoring system has to give new tools to managers and civil servants (such as new methods of public consultations/ mew methods of responsibility definition etc.).
  6. A budgeting system no more linked to service incremental logic but stemming from CWP requires collaboration of managers (specifically financial managers and service/ department managers).
