The Regional Warning System (RSO in Polish) is free service available all over the country since the beginning of 2015. This e-service offers information about local threats. The project is financed and overseen substantially by the Ministry of the Interior and Administration.
The RSO informs about:
•weather warnings (e.g. storms, ice threats, blizzards),
•flood and drought warnings,
•traffic situation (e.g. traffic jams, road repairs, diversions),
•air strike or “renegade aircraft”,
•other events that are significant for security reasons.
Sometimes messages regarding missing people are published.
Voivodships can also warn citizens against the threats specific for their region, for example an avalanche danger in the mountains on the south of Poland.
The RSO also offers advice on how to behave in emergency situations not only connected to bad weather conditions but also building disasters, terrorist attacks, bomb scares, etc. In April 2019 new guidebook was added concerning cybersecurity issues.
Structure of the RSO is simple. The information on threats is provided to regional crisis management centres by such entities:
•Polish National Hydrological and Meteorological Service,
•General Directorate for National Roads and Motorways,
•Operational Command of Branches of Armed Forces,
•NASK - Research and Academic Computer Network.
•Mountain Volunteer Search and Rescue (in the south regions).
In the centres the information is analysed in relation to impact on citizens’ safety. Centres’ employees are allowed to decide which message should be published and where.
Generally, places of showing the RSO messages were chosen in the aim of embracing as many potential receivers as it is possible, reducing potential age or digital exclusion. The Regional Warning System warnings are visible in Polish Television programs in digital terrestrial multiplex MUX-3. All messages are available on the teletext pages in national television channels such as: TVP 1 HD, TVP 2 HD, TVP Kultura, TVP Historia, TVP Polonia and Regional TVP. The alerts about the most serious and highly possible danger appear on a special news bar on the TV set screen. The RSO messages can be checked on province offices' websites and through a free RSO mobile app – available at Google Play, Apple Store and Windows Store. In 2019 updated mobile application replaced the older one. Newer version is adjusted to people with disabilities and enriched with geolocalisation function. Although to prevent any allegations of citizen tracking by the State, geolocalisation usage is optional and user can turn it off.
The Regional Warning System messages can be split into:
•notices that are published in the mobile application, on province offices' websites, on the teletext pages of TVP channels (nationals and regionals) and hybrid digital TV,
•warnings that are published similarly to the notices and additionally on a special news bar of the regional TVP channels,
•alerts that are published as warnings and additionally on a special news bar of the national TVP channels.
