The Premium Search System and Personal Civil Servant empowering you and the institutions you rely on

From EPSA - European Public Sector Award

Diploma winner

Short description of the project

The Premium Search System is an application that tells its users through question & answer-sessions to which of more than 1900 support measures of more than 360 housing actors the user is entitled to. Personal Civil Servant is an application builder that allows non-programmers to build interactive applications that guide their users through question & answer-sessions to tailored information and allows to implement intelligent application forms. At the moment it is being used to implement intelligent digital application forms that are linked to the Premium Search System.

Current status and future steps for the project

  1. Premiezoeker -as the premium search system is called in Flanders- is a well-known application with an extensive user-base (more than 500 000 users between 1/10/2006 and 30/09/2007).
  2. PCS allows civil servants to program and roll-out applications and digital application forms
  3. We are implementing extra functionality and web services so that PCS can be used to implement intelligent digital applications that extract the necessary data from social security databases.
  4. We are improving the graphical user interface of the premium search system to decrease the number of questions asked to the user
  5. We are also expanding the parameters used by the system so when a user does a simulation to find out what he's entitled to, all necessary data is known to the system to automatically fill out the application form.

Lessons learned

  • By picturing what you as a customer want from your own organization, you build the best solutions.
  • it is possible to become less dependent of your software-provider by building generic tools that allow your knowledge-experts to program the applications their clients/civilians need.
