Participatory budget (http://www.comune.modena.it/bilanciopartecipativo), implemented by the Civic Network “Mo-Net” (http://www.comune.modena.it/) and by the Participation Office of Comune di Modena, aims at promoting citizens' participation to the definition of the Administration budget. It is based on off-line tools (as meetings) and on-line instruments (as forums and polls), accessible through: Unox1 (“One for one”), Mo-Net integrated information and communication system (http://www.comune.modena.it/unox1); City web site.
At present, Participatory budget is an ongoing experience that shows the effectiveness of used tools and strategies. For this reason, new forums on specific themes of citizens' interest will be organised and they will be followed by polls and public meetings with the aim of analysing in depth proposals that came out from debates and of developing suggestions for concrete actions to be undertaken.
Comune di Modena wants Participatory budget to become a sustainable initiative, able to identify technological and operational tools for the implementation of on-line services, permanently offered by the Civic Network and useful for increasing citizens' participation to the initiative.
The most important lessons that can be learned from Participatory budget are the following: how to develop and manage on-line forums, for the promotion of the debate among citizens on issues referred to local public life, besides traditional places of citizens participation; how to have a feed back from citizens on local policy development and decision making process; how to promote, through the use of Information and communication technologies and on-line services as Unox1, initiatives for the participation of citizens to local policies elaboration.
