The Knowledge and Exploitation Center for Official Publications (KOOP) started digitizing the Government Gazette in 2006. In the last 10 years KOOP was responsible for tens of cross-organizational projects in of the legislation and regulations process chain. As a result today KOOP has successfully transformed this process chain. Customer-driven and cross-cutting government organizations.
We manage some of the most used internet portals with official government information: overheid.nl (government.nl), wetten.nl (laws.nl) and officielebekendmakingen.nl (officialpublications.nl). Where all national and local legislation and regulations is digitalized and searchable on one portal online. And where KOOP supports all government organizations on a daily base in order to promulgate and the legislation and regulations, and make them accessible to everyone. We publish parliamentary documents, permits and international treaties. These publications are consulted around 2.5 million times a month. We support the government to modernize all phases of the legislative and regulatory process chain for the benefit of all governments, legal professionals, implementers and citizens. Services per phase include:
1. Making of laws - legislative progress calendar, workflow system legislation in the making, implementation EU laws and regulations.
2. Consultation of laws - internet consultation.
3. Discussing laws in the house of representitives and senate - publication of parliament documents.
4. Promulgation of laws - Government Gazette, Official government publications.
5. Implementation of legislation - laws.nl, government.nl, local regulations, open data portal, laws pockets, platform execution content.
6. Supervision and executing - publication of disciplinary law, permits, messages "about your neighborhood", enriched judgments on case law, European ECLI standard, Artificial Intelligence solution LinkXtractor.

We originated from a government assignment to digitize the official publications. KOOP is responsible for 300,000 official publications per year. Year after year we score an 8 as a customer satisfaction rating and a 99.95% availability of our systems. KOOP has now developed 30 products and services for its clients. Within budget, time and quality. And because KOOP works closely with specialists and specialized IT companies. It therefore can use the latest ideas, developments and technologies.
