Short description of the project

The project entails the re-engineering of the planning and control processes and the related operative tools, in the circle of the organizational structures in support of the management of the Operative Programs 2000-2006 and 2007-2013, financed by the EAFRD (European Agricultural Fund for Rural Development) and EFF (European Fisheries Fund).The new requirements of the internal and external contexts required the review of the Programs management, the procedures of activities, a higher timeliness of both financial and physical controls (realization time for phases and financed projects) and the use of the controls results in order to enhance effectiveness and efficiency of the administrative action, sustaining the continuous improvement.

Current status and future steps for the project

The project is one of the three initiatives of the Improvement Plan for Excellence (in compliance with the EFQM Model). Today, the project is in his ending phase, with the releasing of the new procedures and of the "Managerial Dashboard" application. On September 2007 the testing phase will start, and it will end in November 2007 with the evaluation of the involved customer satisfaction. From a continuous improvement point of view, a constant verification and adjustment of the model according to the functioning problems and to the new requirements of the internal and external contexts. In order to improve the timeliness of the data obtained from the informative system and making the check actions sustained by the reporting system (the Management Dashboard) more effective, new resources will be invested.

Lessons learned

To achieve the project success the commitment of the management and of all the involved resources is essential. It's necessary to invest in communication, in order to give visibility to those that are involved in the project realization and to involve the beneficiaries in the best way. It's important to use ad adequate project management methodology, identifying precisely the different responsibilities, and a constant monitoring and evaluation system with a low bureaucratization level. In a complex organization, like the mentioned one, organizational improvement can be effective only with a unique direction which acts in a coherent and integrated manner avoiding duplications and waste of resources. Finally, in order to consolidate the positive results over time, it's essential to constantly maintain the human and the technological resources (training and innovation) in support of the implemented model.
