The social report of the Agency for Social Services of Bolzano (ASSB) is a strategic instrument of governance; an instrument to measure through indicators, either qualitative or quantitative, the performances and their impact on the society; a tool of communication with the main stakeholders and the citizenry and a useful contribution to the planning tools of the local social policy.
The evaluation results of the Social Report 2005 brought to significant adjustments of the Social Report 2006. Therefore ASSB has developed new reporting sections that are already integrated in the very last Social Report just printed, referred to the year of activity 2006. The first part of the last Social Report has a new structure based on the following elements of governance of ASSB: social responsibility, risk management, plan and control of the services, quality management, leadership, reclassification of the costs with the method of the value added. The next reporting sections are chapter 2 on users of social services and social performances organized by areas of social need (e.g. poverty) and chapter 3 on social and management indicators and direct costs and funds). Furthermore, the new social report contains 23 personal interviews with relevant internal and external stakeholders (e.g. organizations at local or national level occupied in this topics, social technicians or external subjects occupied in social problems). The interviews deepen social situations and social problems striking from the analysis of data and are a great way to involve stakeholders in the evaluation of the services. Further developments depend on evaluation results of the new report 2006. It is planned to increase the involvement of the citizens through special meetings. The purchase of new software will facilitate the data management. A further opportunity could be the integration of the Social Report of ASSB into a future Social Report of the Municipality; however this will depend on the decision of the Municipality.
