The Cluj County Prefecture, namely the European Integration Office, organized in the period October 23 - November 10 2006 a series of 3 training sessions on Structural Funds and Introduction into the Project Cycle Management. The training activities were targeted on the administrative- territorial units in Cluj county, aiming at increasing the level of information and the capacity of absorption of post-accession funds. Each commune hall appointed a representative in order to participate in one of the three training sessions. Three major subjects were approached during training: the European Union institutions, The National Development Plan, the Operational Programmes and Project Cycle Management.
The project has been completely implemented at the end of 2006, after the evaluation of the training courses. As requested in the evaluation form, in the section comments/proposals, the training sessions will continue in the fall of 2007, taken into consideration the fact that the information provided is continuously updated. Furthermore, the structural funds allocated for Romania, as a new Member-state, will become operational in a few months having as main beneficiary the local public administration.
On an institutional level, we learned that training courses can be organized efficiently by using internal resources, such as lecturers, presentations, materials, equipments. We also learned that training courses can have an important impact on the capacity of absorption of EU funds.
